  • FOSTER WHEELER - Project Controls Manager & Lead Planner

    Paris 2011 - 2014 Foster Wheeler AG is a global engineering and construction contractor with a staff of 12,000 (http://www.fosterwheeler.com) and offices in 28 countries. His assignments during this period included:
    * Project Controls Manager for PETRON/DAELIM Detail Engineering and Procurement for a Delayed Coker Unit & Gas Recovery Unit (370,000 MH) located in Limay, Bataan, Philippines.
    * Lead Planner for Premium Refineries FEED project for Petrobras (600,000 BPD capacity, located in Maranhao and Ceara, Brazil). Responsibilities included schedule development for 5 refinery units, progress update and reporting.
    * Lead Planner for the Refinery of Barrancabermeja expansion project, for Ecopetrol. ;
  • SHAW ENERGY & CHEMICALS GROUP - Project Controls Manager

    2008 - 2011 Shaw Group is an international EPC contractor with a staff of 27,000 (www.shawgrp.com ). His assignments during this period included:
    • FCC and VGO FEED project for Ras Tanura refinery, ARAMCO (165,000 MH). Responsibilities included development of baseline schedule, progress measurement, cost control, client interface and presentations.
    • Preparation of several EPC proposals of ethylene plants for Brazil, UAE and Vietnam.
    • Project Controls Manager of a PMC team (owner is ADMA-OPCO of UAE). FEED engineering of an offshore project (SARB & Umm Lulu) developed by Fluor (350,000 MH).
  • FAITHFUL & GOULD - Project Controls Associate Consultant

    2006 - 2008 FAITHFUL & GOULD (www.fgould.com) is the world's largest project and cost management consulting firm (Atkins Group), with over 2,000 employees, a turnover of $230 million, with offices in the UK, Europe, Asia and the United States. His main responsibilities included:
    * Developing, auditing and reviewing project plans, schedules and budgets for owners and contractors mainly in the oil, gas and chemical industries. Typical clients were: BP, ConocoPhillips, Marathon, Huntsman, TOTAL, Cameron and others.
    * Contractual claims analysis, cost escalation, construction labor and materials market analysis, cost modeling and other consulting services. Some assignments included:
    * Delay impact analysis of schedule and cost, for a $3.2 Billion project, for Marathon
    * Planning Coordinator for a BP GTL project - Appraise stage of $1.7 Billion that included upstream, midstream, pipeline and terminal facilities.
    * Contract claims analysis for pipelines and LNG terminal project for SEMPRA ;

    2004 - 2006 Former subsidiary of Fluor, US$140 million/year, with a technical staff of 700 and ISO 9001 certified. The Project Controls Dept. has a staff of 40 and provides services to company projects and proposals: planning, scheduling, workload/staffing, progress control, cost control, subcontracts and documents control. Some projects accomplished in this period:
    * EPC of a solids handling system for coke and sulfur products, 11,000 tons/day facilities (one of the largest in the world), for Petrozuata.
    * Engineering and procurement services of wet gas scrubber and related systems for Lake Charles refinery (Louisiana), CITGO Petroleum Corporation (120,000 man-hours).
    * Engineering, procurement and construction management of FCC facilities and main shutdown for Cardon refinery in Venezuela, for PDVSA (550,000 man-hours). ;
  • BRC Consultores Ltd. - General Manager & Project Manager

    1997 - 2003 BRC is a consulting firm in project management and software applications for construction management, with a staff of 7. His responsibilities included proposals elaboration, contracts negotiation, projects coordination and quality assurance. Main projects accomplished included development and implementation of software applications for cost control, manpower management, contracts administration, etc. These were installed in Sigdo Koppers (www.skchile.cl
    ), Constructora Aconcagua and several others.

    He supervised 4 project coordinators and a staff of 8 engineers, 1 economist and 2 officers. His main duties included coordination of concession processes in several aspects:
    * Engineering studies for the railway concessions, with the participation of several international consultants: 1,200 km of rail track, rolling stock and maintenance shops
    * Tender documents and contracts for railway infrastructure and intercity passenger services concessions. Coordination of legal advisors.
    * Negotiation and administration of around 30 major contracts (US$ 120 million) related with railway infrastructure and rolling stock maintenance, engineering, concessions and others. ;
  • OTEPI (Venezuela) - Corporate Manager of Technical Services

    1978 - 1995 OTEPI is a Venezuelan EPC contractor (www.otepi.com.ve), specialized in oil & gas, infrastructure, steel, aluminum industries. At that time the company had a staff of 600. The Technical Services Dept. had a staff of 60 and included planning, scheduling, cost estimating, procurement, contracts administration, IT support and documents control. Some projects were:
    • EPC for an iron refining plant and a steel plant of 400,000 tons per year for Sivensa.
    • Engineering lines and maintenance shops of La Rinconada subway terminal station, for Metro
    • EPC of a 500 km oil and gas pipeline in the eastern region of Venezuela. Corpoven.
